The Office of Management and Budget of the White House has instructed affected agencies to begin implementing shutdown plans

According to Jinshi Data, the director of the White House Office of Management and Budget issued a memorandum to department heads, instructing agencies whose funding will expire at midnight to begin preparations for a government shutdown. These agencies include the Department of Defense, the Department of Homeland Security, the Department of State, the Department of the Treasury, the Department of Labor, the Department of Health and Human Services, the Department of Education, the Department of Transportation, and the Department of Housing and Urban Development.
