信中提到，国防部门确认相关服务不会用于情报机构，如需提供服务需另行修改合同。SamAltman 表示，公司将通过民主程序参与政策讨论，若收到其认为违宪的指令将拒绝执行，并称部分技术尚未成熟，将与相关部门逐步完善安全保障机制。
