A zero-knowledge rollup on Bitcoin, in development since 2024, aiming to make BTC programmable while keeping exit guarantees anchored to the base layer. It targets the fact that most so-called Bitcoin layer twos still depend on multisigs or committees when something goes wrong. The stack has four parts: a Type-1 zkEVM for execution, proofs generated by an in-house zkVM called Ziren, ordering by a decentralised sequencer set whose commitment is written to Bitcoin, and settlement through GOAT BitVM2, which uses pre-signed transactions, one-time signatures and timelocks to build a challenge path that drags faulty claims onto Bitcoin for adjudication; bridge withdrawals bind to that challenge history so users can recover assets by protocol if operators fail.
Products centre on BTC-denominated yield, including a low-volatility savings pool, staking and options strategies, with gas and settlement both priced in BTC; a second line covers x402 commerce and ERC-8004 identity registration for agents, so machine-to-machine payments can be verified on chain with receipts. Against sidechain-style Bitcoin layer twos the difference is the exit mechanism rather than throughput; against Ethereum rollups it moves data availability and dispute handling into Bitcoin script, taking security from base-layer consensus rather than an external committee.

In 2026 GOAT Network tied its Bitcoin layer two to the AI agent economy. In February the mainnet added the ERC-8004 identity and reputation standard alongside the x402 payment protocol, giving agents verifiable identity and automatic onchain payment, with x402 now spanning Ethereum, Polygon, Arbitrum, BSC, GOAT and Solana while settlement ultimately returns to Bitcoin. On 16 June the team released AgentKit with 13 plugin categories and 95 onchain actions covering payments, identity, BitVM2 bridging and DEX trading, plus ClawUpAI so non-technical users can spin up agents.
GOAT Network's base layer advanced as well: the Ziren prover reached v1.2.0 with better handling of large proving jobs, and BitVM verification moved to delegated witness encryption with decomposable randomized encodings, which the team says cut onchain fraud proof costs by roughly a thousandfold. The team also runs an internal agent named Eve across content, engineering and community work to iterate on real usage, and its first user journey season drew over 800 participants with 1,400 USDT in rewards.
GOAT Network will build around agents as users, extending multichain payments and the identity registry, and pairing incentive seasons such as One Piece with global hackathons to funnel activity into BTCFi and agent applications.
